History

Since its founding in 2001, Pacific Commercial Services LLC (PCS), as a Hawaii State licensed contractor, operates on the principle of "Good service is good business".  Armed by over 100 years of management team combined environmental industry experience, PCS specializes in Hazardous, Toxic and Radioactive Waste (HTRW) management, contaminated site remediation and restoration, environmental construction, industrial and marine cleaning and preservation, and military facility support.

As a US Small Business Administration (SBA) certified woman owned small business. PCS focuses on the development of strong client relationship by providing high quality of service, with full commitment and complete involvement from all company managing members. The management team has 100 plus years of combined experience in scientific study, HTRW management, and environmental remediation and restoration.  Team members are highly educated and well trained scientists and engineers, seasoned professionals and industry leaders.

We are proud to serve varieties of clients from all branches of US military, to US department of Homeland Security, to US Department of Agriculture, to universities and colleges, to Hawaii state departments, to island cities and counties, to refineries, power plants, and chemical distributors, to dry cleaners and suppliers, to environmental consultants, to government prime contractors, and to other commercial businesses.

Management Team

 

PCS is a strong team of over 50 members dedicated to supporting the mission and forwarding the vision. PCS management team consists of a group of highly educated and experienced professionals, which differentiates us from other contractors. The management team is committed to delivering high quality and cost-effective services to our customers. To achieve the goal, our team utilizes the latest computer technology to:

  • Digitize operation document flow and paper forms for waste profile, LDR, Shipping, and etc. 
  • Synchronize communication among team members to control every aspect of a project
  • Develop protocols for each type of projects 
  • Build database to keep and track records 
  • Maintain accurate documentation and records 
  • Provide an accurate assessment of project schedule 
  • Be proactive in developing solutions to our customers' needs.

Wendy Chang, Ph.D.

As an accomplished scientist in genetic engineering and a PCS co-founder, Wendy has been leading the company in strategic growth planning. A SBA executive management training program graduate, she provides the same dedication to different aspect of daily business to ensure PCS is well positioned to scale to serve the state of Hawaii.

Melvin Makinney

With over three decades of experience in Industrial/Marine cleaning and hazardous/non-hazardous waste handling, Mel offers customers solutions with deep understanding of industry knowledge and local environment. From estimating and project management to field operation, he will ensure that customers have responsive service and seamless job execution.

Jingbo Chang, Ph.D.

Jingbo has been providing innovative, cost effective and efficient solutions to Hawaii and Pacific islands' environmental needs for over two decades. A trained biologist, he brings computer system simulation scientific research  thinking into environmental services. A blessed visionary and entreprenuer, he has been the driving force of PCS' growth.

Daniel Barragan, B.S.

Having started his career in San Diego, California, Daniel has served the Hawaii environmental industry for over twenty years. From estimating, project management to field oversight, his accomplishment is demonstrated in a portfolio of beautifully completed projects in tank & pipeline cleaning, remediation services, and turnkey waste management for marine, industrial, commercial and government clientele.

Anthony Rowe, MBA

Anthony brings over twenty years of managerial experience with companies such as Boeing, ConAgra, and General Electric.  With advance degrees in Global Logistics, Business Administration, and Industrial and Systems Engineer; he is tasked with leading PCS through its next phase of growth and leadership in environmental and industrial services.

Kevin Lam, J.D.

A graduate of Santa Clara University School of Law and a licensed realtor, Kevin brings to PCS over 10 years of asset management, insurance, and contracting experience.  He works with vendors, employees, project managers, and customers on addressing their needs for resource and contracting needs to help ensure a smooth and fruitful relationship with clients and other parties.
